My skin is really dry even though I moisturise twice a day, what else can I do?

One of the best things you can do for your skin is to drink water. If you moisturize from the inside, you'll be better off.
Put Shea Butter on.
Drink as much water as possible - water!
Drink plenty of water. Moisturise from the inside! Honestly, i'm not joking, water is the way.
Best see a doctor as you may need a medicated lotion
Drink lots of water. Your skin is a barrier against things coming in from the outside, so the usefulness of any creams is debatable.

Moisturise from the inside.
More natural oils in your diet, e.g olive oil. It's so nutritious and healthy.
Use Eucerin. It's kinda smelly, but it's for really severe dry skin. If that doesn't work, try baby oil or Vaseline. Those work really well, and leave even the dryest skin oily.
Do you exfoliate? It's no good putting on moisturiser if you don't get rid of the dead skin cells first. I use a body scrub in the shower twice a week and find that really helps to keep my skin very smooth. You can also use a body brush - best to use it on dry skin - and that really helps.

Does your body moisturiser contain Vitamin E? It's all very well paying a lot of money for nice smelling lotion, but it's important it has the right ingredients. You can buy really cheap lotion that contains Vitamin E and I find that also works.

If none of this helps, then definitely go to your doctor as you may be suffering from eczema.
Drink as much water as you possibly can, its recommended that we drink 8 glases a day (2 litres) this will breath life into your skin and re-hydrate it. Also i would suggest speaking to your doctor as there may be a medical condition affecting the way your skin is.
i used to have the same problem and i tries loads of different moisturiser. boots no 7 works for me m8.x
Likewise I have very dry skin ( can look like dandruff on arms & legs) - I agree with other answers that exfoliating is important. for moisturising I use Nivea lotion (original in a blue bottle, or for dry skin in a white bottle. also, after a bath or shower, using baby oil on damp skin works well.
u need a rich moisturiser - try palmers cocoa butter or garnier body cocoon - apply AFTER a bath when ur skin will absorb it more readily.use a moisturising cleanser such as dove & drink plenty of water as this will stop ur skin dehydrating
