I don't know if you live near London, but all the shoe shops at the Tottenham Court Rd end of Oxford street sell them - not sure what sizes. Shoe Express sell steel toe cap boots also - maybe they have a website?

Nesbitts do work wear for the catering industry and i think that they do steel toe caps
Seems like size 3 are the smallest size. Perhaps you should buy a size 3 and use innersoles and thick socks (which you should do anyway with work boots) to make them a better fit.
