Whats a decolette?

i am an avid fan of moistureisers and when i purchased a new facial one the other day it said use on face and decolette? never heard of it myself!
also why do we use toner?? i know thats 2 questions but shhh!

If it is an old-fashioned word, it is certainly in use now, at least in the skin care industry.
Different product lines make toners with different purposes. It used to be as an astringent and to remove residues from cleansers and whatever. Don't use one with alcohol.
The product line I work with uses it to add hydration and facilitate the application of the moisturiser.
It's an old-fashioned word for cleavage, but it generally means the chest and neck area.
