How about a very simple black top? I love to see black with oranges and reds, very striking
a nice yellow top, go for the full hippie look !
Maybe a cream colored top?
Try Monsoon - they tend to have lots of clothes in these colours - so you're sure to find something that matches.

You might also want to consider whether you want to get something for her to go out in or more casual.

If it's the former something in a fine gold knit might go nicely

Hope your mum enjoys the outfit :-)
I would say it depends on the colourng of your mom:
if she's red headed or blond, anything bright top would make her look like a burning flame.
From your description the skirt is quite vibrant, with the oranges, the reds and the golds.
So you really don't want a busy top at all. Ideally, a dark top would be much better, but instead of opting for black, go with a dark rich chochlaty brown.
The nice thing about plain tops is that then she can accecorise as well without it looking too busy, so you can get that top plus a nice necklace in orangy-reds-golds, or perhaps a fashmina scarf made of some rich fabric, also in reds-oranges-goldens.
