You can put up ads in your local newspaper. Do you buy nails supplies from your local stores? If you do, ask them if they know anybody who's looking for a job.
Do you have a website for your salon? If you do, put up an announcement or something.
Are you going to rent space, or are you going to hire them to work for you
I would maybe start by asking around people that you know. This way, you might get lucky and find a "friend of a friend of a friend" that knows somebody that might be knowledgeable. The good part of this is that, you might feel better able to trust that person you hire because you know them by a chain of other people and not have to worry about reliability and work ethics and other issues.
If you are unable to find someone this way, I would go about putting an ad in the paper. Don't be afraid to specify just what you are looking for and say something along the lines of .. must be knowledgeable, friendly and reliable; something like that. Advertise just what position you are looking to fill (like salon nail artist or something) and offer to take interviews.
When interviewing, ask them questions about their work history and what jobs they liked the most and maybe ask what other people would say about them. This would help you to get a feel for what kind of character they have and if they are knowledgeable in the salon nail industry and if they have good work ethics.
