cute rhinestone studded jeans are always in and good for just about anyday. you could wear either a simple fitted cute girly tee, polo, or if you have a cute shirt that you like then wear that. add some matching accessories: earrings, belt, maybe a hat?/ or a pretty hair ornament/accessory. For the shoes, some cute little ballet flats, nikes that match the outfit/accessories, or maybe even some chucks would all do the trick, depends on your style. If you have a cute denim cropped jacket, or cute little hooded jacket -since you say its unpredictable there- maybe you could grab that too.

I would opt for layers.but not the heavy kind, like a thin long sleeve top under a coordinating (not matching) tank top. For the pants it's all up to you.I personally love a good pair of casual slacks and heels, but a good pair of skinny jeans worn with Chucks never did me wrong. Hope that helps!
