Actually, the best matte finish comes before even applying makeup. Try using an oil control lotion and then a mattifying base under your foundation. I like prime by mac, but sephora makes another one that works the same that is much cheaper. After applying oil free liquid or liquid to powder foundation, i would dust the face with a loose, oil controling powder. Would also carry a pressed powder for touch ups and the clean and clear oil blotting papers that are incredible. I dont like to reapply a lot of powder in the summer, so i carry a travel sized bottle of aveda spray toner and then blot with the papers to try to maintain the matte finish in the California heat. Lancome Dual Finish powder (they also have fragrance free!).it has a lot of fair shades and it makes my usually oily face matte. It is a little expensive ($33) but it so is worth it. Plus it last a really long time because I'm not constantly re-applying it.
I'd start with the makeup base.using a mattefying foundation helps.
I have fair skin, and I use Estee Lauder Double Wear (it isn't sheer, but they do have other more sheer foundations). It costs more than a lot of makeups but is the best I've used so far, and it lasts a long time.
To keep the matte look, I set my makeup with Estee Lauder Aeromatte Powder in Light.

I have always used Corn Silk Translucent. Stays on and soaks up any extra oil.
I have very fair and oily skin. I used to use Mary Kay medium coverage foundation and the dual coverage powder for touch ups during the day. However, I recently switched my entire skin care regimen and now use Mary Kay formula 3 (for oily skin) cleanser and moisturizer. The moisturizer gives you a matte finish and when you apply your foundation over it, it goes on real smooth. I don't even need a powder touch up during the day anymore!
