If the dress is supposed to be worn by the girl -still don't. Girls like to pick their own dresses. Take her dress shopping and pay for it. That way she gets exactly the dress she wants, and the additional pleasure of time with you.

i would love my man to buy me a dress, one he said he would think i would look great in. But be careful, if you buy her a bigger size than what she really is, you better take out life insurance!
Or, you could just go shopping for fun with her, and pay attention if she seems to really like something. Maybe she'll even try stuff on. That way you'll know she likes it for sure, and it fits well, all that good stuff.

Ok what we mostly need to organise here is something really special but more importantly a dress that she is going to wear. You need to organise a day out for both of you, her birthday would be perfect.
If you dont want it to be a suprise you could suggest she takes a look around before herself (this gets u out of tons of clothes stores and cuts down shopping time).
Id arrange for dinner out too around 4pm and ask them to sort out a birthday cake for you, make it special, you can get a light lunch and a coffee break earlier.
Refrain from insulting her when she tries on one that isnt her, just say its great but honestly it doesnt do you justice, Id prefer a more fitted style or different style on you etc.(tact) I still feel there is a lot to be said for the little black number :)

just find out what size she is and make sure you ask the cashier if you can return it if it doesn't fit, just incase and just for safety if they say yes sure you can return it make sure they write it on the receipt just to make sure.
Take a female with you to help you choose. Make sure you get the correct size.
Personally if it was me I would prefer my hubby to give me the money to pick my own. No offence to him but god knows what he would come back with.

Go shopping 2 weeks before her birthday "for you" but browse the girls sections & ask her opinion of some of the styles up on the walls.
Then come back before her B-day & buy her favorite one in her size!

fourth, keep the reciept incase its doesnt fit her
fifth, don't be offended if she didnt like it. the chances is she will be happy about the kind gesture.
