They aren't chubby if the girl is slim. They are 'wide'. This is because they have inherited this trait.
Standing for long periods of time; not sitting down for hours on end; it can be caused by water retention especially at a certain time of the month; fatty deposits round the ankles. Infact many causes, far too many to mention.
But not for the same reason that chaps have chubby tummies even though there're skinny everywhere else.
