That is how they EARN money - they ask you for some first "so they can release your Prize", and then, when they get you £30, or whatever, that's the last you ever hear from them.
They get that from 100 people, that's big profit for the cost of a stamp or an e-mail.

I would have thought it was a scam if they want money in advance - especially if I hadnt bought a ticket for the draw, you cant win what you dont enter.

You dont pay taxes on winning a cash prize, only on the income it generates. Its a scam. If something seems too good to be true, it invariably is. These scammers rely on a persons greed to rip you off. Just press the 'delete' key.

No. No taxes on prizes in most countries. In the few countries that do tax prizes, it's withheld at source. Hence, no need to pay any upfront.
However, lots of people pay con artists a so-called "tax", and never get any money in return because they never won a prize in the first place. I just got a check last week at my offices from someone who thought they'd won a prize. I called her and admonished her to never do that again; then had to (out of my own pocket) send the cheque back to her by secure delivery. I also reported it to the police and the money laundering authorities.
Report these evil people to your local police authority immediately.
