I am new to the world of contract working. Is it true that I can't claim expenses due to changes in tax rule

I have been told that a recent change by the inland revenue states that those without a contracting history will not be able to claim expenses such as mileage etc. Is this true and if so what is the logic behind it

You need physical proof of expenditure, history of contract working is irrelevent. Just keep all your receipts.
It is not true, you can claim expenses regardless of contracting history you just need to keep all your receipts.
