Are you talking city or beach area? I would have thought depending what you are a consultant in you would have the knowledge to apply your expertise on the internet ?Recruitment for what?
I moved from the U.K to Trinidad and managed to get work without any problems once I got here. The situation for me was different as I could obtain residency status, however whilst I was applying for jobs I was not aware that it would take two years to get the residency. In the end my employer obtained a work permit visa for me.
This approach, I have often thought might work in other countries, if you turn up and start looking for work, get offered the job and then say to the employer about problems with the visa - not strictly honest but it might work.
Secondly, if you are a consultant you could work as a non resident person, i.e you are performing the task in Mexico but for work permit purposes you would be resident in another country. This is the same as a firm in the U.K hiring a firm based in Mexico to perform a certain task, in the U.K. Where I work we always have consultants from the states coming down for periods of up to 4 or 5 months at a time.
I would check out the work permit and residency issues with the Mexico Embassies.
