If leaders who aim to inspire and innovate are in short supply shouldnt their salaries reflect this?

No. For although they may aim to inspire or innovate they rarely achieve this aim. If you or I aim to do a good job at work, for instance, but ultimately didnt achieve this, we certainly would not get extra pay or bonuses or whatever. But this is an unfair world and most 'leaders' get way more than they deserve without inspiring, innovating or even saving lives!
