How can I get my identity certified? The banks don't do it anymore?

A notary public can do this. You will find them at solicitors offices.

or vicar
passport of course

Do you mean for a passport application? If so any friend of a professional position can do it. Or your doctor but they will charge. If you mean just someone to copy and certify your passport, take it into any solicitors office and they will do it for yo, maybe a small fee but probably not more than £5.
Stockbrokers can certify documents as well.
