Can anyone tell me what being put up for tender means where a business/property is concerned?

This is where the property is put up for sale and private bids are accepted, called tenders. It is like an auction except that bids can be placed at any time before the closing date and all bids are private so each bidder doesn't know how much anyone else has bid. It is also not neccessary for the seller to go with the highest bid.
