They tend to advertise in the Guardian. It's almost as though they want someone of a particular political persuasion.

The web sites of the city or local governments is a good start along with the local news papers. To be more specific one would need to know the local.
Guardian newspaper has a section every week - I think it is Wednesdays. Quite useful and probably keeps their sales volumes up!

Izzere is only partially correct - yes the 'Guardian' does have a specialised appointmens section and it is published on Wednesdays
There is a weekly jobs magazine called 'Opportunities' that has vacancies from local authorities from across the UK printed in it.
Your local evening paper will have some of the vacancies from your local authority in it. Mine prints most of the regional vacancies on a Wednesday, and the 4 Local Authorities appear in their each week.
Each local authority will have a paper copy of ALL their current vacancies available - normally in the local library.
