Answers:
You should apply for a credit card in the country in which you are resident.
You won't be able to get a UK credit card if you do not have a UK address - they have no way to recoup the money if you default on payments etc if you do not live in the UK, so they just would not take the risk.
You can't get a credit card if you dont live in the UK, its simple, those are the rules. If you are not resident, you demonstrate by that you are a high risk of not paying back any credit, they don't have any history of your ability to pay in the past. You have to have a UK address too, we are British, living abroad and we can't get credit in the UK
I don't understand why you would want a U.K. issued Credit Card unless you were trying to do something fraudulant.
Credit Cards are, by nature and by law, International Documents. This means, your U.S.A. issued Credit Card is usable in the U.K.. or any other country, for that matter.
When you use your U.S.A. issued card to make a purchase in a foreign country, the exchange rate is automatically computed and, when you get the credit card invoice, it will show the actual amount charged against your card for that purchase.
Exchange rates can change hourly, so if you did manage to get a credit card issued in the U.K., then how do you plan to pay the bill when you get it?. You DO plan to pay the bill, don't you?
