You really can't add anything to a resolved question, but if you look below the Best Answer, you will see the Asker's Rating stars. Below that to the right you will see Community Rating and to the left of that you will see Add/View comments. Click on that and a drop-down with appear with a text box. It will only accept 300 typed characters including spaces for your response. Check your spelling and then submit.
When I rate answers I always like to check the comments because sometimes there is a real good one
