As most countries have a large national debt, who is collecting all the money?

Mostly countries that are in need that have no way to pay it back. The money is used for humanitarian aid and we will absorb the cost. Big businesses are the ones that get the money when the other countries spend it.

Anyone who holds savings bonds, T-bills, and other forms of national debt are receiving interest on the debt. So, in some cases, the citizens of the country that has the large debt are receiving the money.

The answer is noone is collecting the money. Every country in the world is in debt, as one pays its debts it gets paid from a debtor and round and round the circle.
The USA succeeded at the end of the first world war to be in a great position, the armistice signed meant that UK and France owed it money for helping them with the war, and Germany had to pay them also ('cos the caused it!).
However - it didn't take long for the USA to borrow on the back of that promised income and it too fell into the routine of I owe them and you owe me!
