tell her to go to the council and explain her situation there, if for any reason they can't help, they will certanly be able to tell her the best place to go for advice, also she wants to see if theres any other financial help available to her, its hard living on a pension, i see my gran and at times it breaks my heart to see her struggle when she's given so much to her family, community etc
get in touch with Anchor Housing Staying Put it is designed for people in her position good luck
Ask her city first. Many cities offer loans for home improvement at a very low interest rate that does not have to be paid off until the home is sold, changes title, or you refinance. The city wins because poperties are kept nice and homeowners win because it is a screamin' deal. Check it out and good luck!
She may be able to get it done for free check with places like social services or habitat for humanity etc. If that fails she can go to her bank or mortgage company for a equity loan or 2nd mortgage. the cost should be under 5 grand for the new roof for a hse 1400sq ft or smaller. Good luck & be persistant.
Your grandmother should go to her local Citizen's Advice Bureau.

If her husband whether alive or not served in the Forces during World War Two then SAFFA (Soldiers Sailors Air Force Association have an excellent support system as do The British Legion and also that excellent Charity St.Vincent de Paul Try them all. Good Luck
