Are there any payment guidelines for employees, in businesses that require them to take home?

the on call phone, or is it up to employers discretion how a worker is repaid for participating in this service. Also what are the working time regulations and guidelines in respect of These out of hours service.

I don't know if your refereing to UK law or otherwise but this answer related to UK law.

In general, this should be treated as standard work just like it's done at the working location therefore you should either stick to the current pay per hour or maybe add a slightly bit extra since they are working at home as well. As long as you keep within employment laws by making sure the pay is at or above the minimum wage then you should be fine.

However please remember that this response is UK based therefore it may be a totally different situation anywhere else.
Are you a salary employee or not? If you are, and you make more than $23K a year (I think that's the number), then you are pretty much stuck. If not, then you are entitled to more money. The US Dept of Labor changed a ton of rules 2 years ago. Go to their web site and check the rules here:
