In designing a report what does SMART stand for?

Answers:
Smarty is a template engine. Maybe it refers to that.
SPECIFIC
Be as specific as possible—otherwise you’ll be writing good ideas instead of goals.
MEASURABLE
Most goals need to be quantifiable. If your intention is “to build better relationships with teenagers,” that’s more of a dream than a goal. How will you build better relationships? With whom? By when?
ATTITUDE
Think positively and be proactive. Thinking positively means zeroing in on where you want to go, not what you want to leave. Being proactive means focusing on the environment you want to build instead of the circumstances you face.
REALISTIC, BUT REACHING
Goals should stretch you, yet be based in reality.
TIMETABLE
Most goals should include a completion date.
I think it refers to targets being

Specific
Measurable
Achievable
Realistic
Time limited
Specific, Measurable, Agreed, Realistic, Time-bound. If you're setting a standard, or an objective for yourself, or agreeing an objective with another person, the task or standard must meet these criteria to be effective.

Other interpretations of the SMART acronym exist, for example Specific, Measurable, Achievable, Relevant, Time-bound. The version which includes 'agreed' is arguably more powerful because this represents the emotional contract with whomever is expected to meet the objective or standard. The SMARTER version below is more powerful and relevant for the moden world because it includes the essential philosophical aspect. Avoid interpretations that include both Achievable and Realistic because the words effectly mean the same so is a waste of a word.
Just to confirm that Tim s has got it right, except it's Time bounded which means the same anyway
