What payments to staff do I have to make during shutdown for refurbishment?

Make them work in the shutdown, if they cant work in the regular job get your lawn mowed, the garden tidied and your house a clean.
When they have finished that hire them out to your friends

Full pay I would imagine - unless you had them sign something to the contrary for the shutdown - it's not their fault they can't work, so they are still entitled to pay
If your UK based you can require them to take time as paid holiday! Otherwise you will have to pay them full pay.
Full pay it's not their fault, they still have to live and pay bills. Unless you can negotiate free rent/mortgage, water rates, electricity, gas, food etc, etc from respective suppliers and providers Jerk.
