For a zoo - it depends. I know the National Zoo ( Washington, D.C.) has volunteers. And ii think the large zoo in an Francisco used volunteers for some things.
Of course, but zoo jobs are surprisingly difficult to get. Even some people with college degrees in zoology wind up having to take unpaid "internships." So there is a great deal of competition for even the lowest level jobs.

Shelters may give you a better shot, especially if you are willing to work bad hours. A lot of shelters need to have people on duty during nights and weekends, when it is more difficult to get people to take the jobs.
Of course you can, but don't expect to get paid for it when you start off. Many people that work at the the zoo or animal shelter are just volunteers. (meaning they are volunteering their time with out pay.) (you might get some perks though.) But it sure does spice up your resume when you look for actual paying jobs at the zoo. Voluntary work in an animal rescue centre is easier to get than zoo work. Zoos tend to prefer people who are already studying at a higher level. You may have to go on a waiting list, but if you don't mind what you do it's worth contacting all those in your local area to find out if they have vacancies. Overseas voluntary work is available to people over 18, but you will have to finance it yourself.

That sort of work experience, if at all available, would be very hard to find. Why don't you try typing "work experience in a zoo" on search engines likes Google or Yahoo or email/write to as many zoos as you know and ask.
Work experience at an animal shelter is probably a more realistic option for you or you might like to consider a vet or pet store if it doesn't work out.
