you could try a Taiwanese or chines website for lingerie that's where its made normally

You need manufacturers who can put your name and label on their products like D&G and the rest do with Tee shirts, then charge £40 for it when each Tee shirt costs less than $1 from Brazil.
BTW there's no such thing as Cold Lingerie. Lingerie that isn't hot is called Underwear so there's no need to distinguish.
if you have money to set up the business and buy the stock then you could do a search on google for wholesalers that sell sexy lingerie.
