y should the central bank devalue its domestic currency when the country is facing 'massive' capital outflows, and how it does that? Pls provide with sources on capital control; thank u.

Answers:
Their are many reason's, maybe they are worried about rising inflation.etc.

Central bank's try to predict future, domestic spending and money supply in the economy.

And they, the are supposed to be independent, from government pressure and the business sector..etc. ( developed countries anyway. )

But the U.S receives alot of foreign investment, it also would be a factor.

Check.

I'm a layman but I think the reason is that it makes it cheaper for the would be investors to invest in the country. This would directly benefit the businesses that export. I think that devaluing is an incentive for exporters and encourages capital inflows.
