I am stuck at home at the mo. I am creative. I need income. I want to help a lot of people. I just need to know how can i set up the legal and accounting mechanisms to offer my ideas on a web site for money? .(obviously to people who want what i am offering)

Have a look at www.htmlgoodies.com it is a web based teaching package to show you how to create post and manage your own websites.
Its fairly easy to use and is step by step. You should be up and running inside a week or two if you have nothing else going on.

You don't need much for legal and acounting if it's a sole propriotership or S Corp. Do some more research online.
You take the money as the owner and it all passes through to your bottom line to pay taxes on.
