Stakeholders are anyone that has an interest in a business. It is not just limited to shareholders (although they are stakeholders). Other stakeholders will include: Customers; Suppliers; Employees; the Government on both a local and national level; People that live near to the companies buildings; Anyone that is effected by the business

In government terms, during a 'consultation exercise', stakeholders are the groups you invite to give an answer you already know for a plan that's already been decided.

You then announce that after consultation with relevant independent stakeholders, the plan has been agreed.
