You are grandfathered in that case to the regulations that were in place 20 years ago. If you are going to renovate the property, then the answer is yes, you need to upgrade to current code. (Such as fault protector outlets in the bathroom, or railing requirements when replacing a deck).

Buildings use are usually grandfathered in when new regulations come into play however such grandfathered clauses are then taken away when the property changes use or a new owner wishes to make alterations. You better check with your local land use office.
check with your local council but i suggest it would be a good idea and i believe it's illegal to rent a property in dangerous condition. if something happened a tenant could raise a legal action against you. if you're living in the property then i would suggest you make it safe as soon as you can afford it.
