I'm starting a business designing items for dogs. Anyone know how I go about designing these items please?

I'm not answering the question at all but I have a great idea that you can use. Well actually someone has probably thought of this already but I will tell it you anyway. You could design a glow in the dark dog collar so your dog won't get lost in the night when you take it for a walk. I know, bad suggestion but good luck anyway with your new business.
Depends what items. Most of them have been done. Collars, clothes, feeding bowls etc, all been done.But use the net to search for sites to give you ideas, and then add your own designs to them. Spend some time around dogs.
get people to send pics of there dogs o you can get an idea of all the sizes required - i have a bullmastiff x and would love a winter jacket for him - let me no ho it goes good luck
review existing clothing/products around you and establish whether they can be adapted for use as a whole or part and then review what benefit they would have for the dog/owner

I would have to wonder how you decided to start a business when you don't even know how or where to begin actually doing the thing the business depends on.
