The cheapest car is always a family saloon car i.e.: five door Escort
an old one try one thats not hot hatch or boy racer doer up type insurance companies put them higher risk go for a kia or hyundi keep away from fords and vauxhaul to boy racerish
the one i'm selling 02 punto active sporting 1.2 39k only 3495.00!!
Hmmmm..stay away from sports cars, high powered cars and stick with the low power, cheaper, such as Honda Civic or Toyota Corolla and such. The less it takes to repair a car and the less damage it will do to another car, goes a long way as far as the price of insurance goes. They gonna get you.if you rode a mule and/or wagon..just the way it is. Pops
Put simply, stay away from anything that's even got the slightest trickling of power, so no hot hatches, or even lawnmowers!
The way to avoid laughable insurance costs is to go everywhere on the bus, which no normal person would want to do, or try the following.
Ford Ka: Grp. 3 insurance, old but simple engine from the old Anglias gives enough grunt in town. I'm told that these things drive like go-karts, which sounds like good fun.
Fiat Cinq/Seicento: Basic cooking models 2001 are grp. 1, but models made before 2001 have an old 899cc engine which are a bit impotent outside of the driveway. Sportings look better, have more grunt and fun to drive, yet are Grp. 3.
Peugeot 106 1.1: Styling, especially on post-'96 motors is nice, 1.1 engine is adequate. Insurance Grp 3 or 4.
Ford Escort 1.3/1.4: Not a great image, but if you need some space, they're fine. Spares are dirt cheap too. 1.3 engine is same as the Ka. Ins. Grp. 5.
Vauxhall Corsa 1.0/1.2: Lots about, cheap parts, but if you want something remotely exciting, avoid. Probably Grp. 3/4 insurance.
Peugeot 306 1.4: As Escort, but better looking. It's French though, whether you're a fan of that or not.
These cars should be lurking around for under £2000. For new drivers, it's not a bad idea to go for something low value and/or easy/cheap to work on/repair.
You have to try for used cars. This is a best choice

Citreon 2cv
Unfortuantely it's not just the car make and model but it's the age of the car, the value and where you live etc.
Typically the smaller the engine, the older the vehicle and the lower in value will reduce your premium. You then need to shop around to find who will quote the cheapest premium to insure you.
I would recommend the Broker Portal's quotation request service for cheap car insurance in the UK. They will arrange for the most appropriate insurance broker to contact you and discuss your requirements.
Alternatively they also list the top 5 insurance brokers and companies for car insurance in the UK.
