No, the law was changed so they had to put signs up, but this was challenged in the courts a while back and now they don't have to have signs up.

There are strict rules governing the location and signing of cameras operated under the safety camera partnership schemes where income from fines can be set against the cost of operation but not all cameras are operated under such schemes and hence not all cameras will be clearly signed.
In england they only need to put up a sign in the general area. These signs can be left all year round so that the police just need to park up. A mobile camera doesn't mean thet you will be stopped at the scene. Many of them now have recording equipment attached so that you can recieve your fine in the post. If thats the case the police must send out what is called a notice of intended prosecution within 14 days of the offence. They will tell you they have photographic evidence, but will rarely let you see it unless you go to court.
