Definately yes! It's nearly 2007 and the train companies can't come up with a programme on their system to let the sales attendant know all the seats on specific carrages or the entire train have been sold.
No price reductions are offered for standing are there, especially at rush hour times.
Perhaps the train companies should add extra carriages especially at these times.
I think it is up to every individual to ensure when the purchase a train ticket they are guaranteed a seat for safety reasons. All cars, coaches and now compulsary and now even booster seats for cars. Why are trains so different? This is a question we all need to ask more often.

What does puzzle me is if you don't use a seat belt in a car that does 70mph you get fined, but you can walk around on a train that does 125mph
I think its disgracefull to board a train and not have a seat. I think you should be able to claim a 50% refund at your destination if you didn't have a seat.
The main problem is, that companies have only to provide you with the journey for which you've paid. The main reason for this is, its better to have a packed train arrive rather than the company waste empty carriages that could be used else wear. And that means money being wasted.
The problem should be looked at based around density and space. The worst things that can happen apart from being in such close proximity to other peoples germs in sometimes humid and on older trains - dank conditions, are being assaulted and jostled.

I was subjected to an assault by an old man on a crowded train in Madrid few weeks ago by. We were pushed together by people crowding on the train behind us and I was wedged with my arm in the air holding the safety strap and I couldnt move - he kept deliberately pushing himself into me and rubbing himself up and down against me - needless to say I felt sick. As soon as some people got off and I pushed myself through the crowds away from him - when I looked back for my sister I could see he had turned round and started on her.

The definition of crowding should be examined and developed to ensure consistency across the industry as there are so many different rail companies these days. Risk control measures in a crowded environment should be put into place. There should be an incident book which records things from events like the above that arise from overcrowding.

Many crowding measures employed appear to shift the risk to a different location, different operator or different transport system, rather than necessarily giving a net reduction in risk. Therefore the impact of crowd controls, such as preventing passengers
boarding a crowded train, need to be examined properly.

The Government Health and Safety Committee believe parts of a carriage or certain carriages get crowded when there is capacity elsewhere. They are planning to consider ways of encouraging passengers to utilise the current capacity better.

Other than fainting, the government believe very little direct evidence of any health effects from overcrowding has so far been found. However, this is perceived to be a major issue by many stakeholders (what a surprise!!). Therefore, a detailed study focussing on health effects, whether physical or psychological, is to be considered – if it is practical to obtain data.

In addition the underground are looking at how train break downs can cause excessive temperatures, taking into account the rise in the number of air-conditioned,sealed trains. The Health & Safety committee are also taking advice from the Meteorological Office on the possible impact of climate change.

Two useful pieces of work on crowding and crowd management have been completed the Rail Safety and Standards Board, who will soon start research on train crowding and train temperatures.
