I need to send a pair of trousers to a client in the U.S.A (southern california) all boxed up and not big or heavy, whats the cheapest method of shipping that will still give me a tracking number?

UPS Ground IF you have an account with them AND you're shipping with them inside the continental U.S. If you are outside the U.S., compare Fed-Ex and U.P.S. and DHL, they all do small package service. Whichever is more convenient to your locale.
Also check your local postal service, in some countries, they will do tracking numbers with Express Mail. This would be the cheapest.
