You will have to go to your local council and apply for a Hackney Carriage Licence. If you want to work in London, you will need to acquire "The Knowledge".
In NYC, there are no new licenses up for issue.

So, you need about a million bucks to buy one, or, kill your cousin and assume his identity, so you can have both his license and his cab! (from the true crime files!)
You will need a CDL or commercial drivers license with a passenger carrying endorsement. Course is available and both paper and driving test required.
