You can run the VIN number thru CarFax.com or have a local dealer do it.
Try writing to DVLA, Swansea.
They may say it is priveleged information, but if you explain to them why you want to know, it may help.
Alternatively, befriend a copper who can access the info. on the police records. Unofficially, of course.
if you're in the UK try DVLA Swansea. If you think it's being used illegally try the police.
Because of privacy laws you cannot find out the past owners of the car unless they have given the sales person permission to have themselves contacted. Ask your sales person if they can ask the previous owner if you can contact them about the vehicle they usually will say yes.
You will not be able to get past owners info on carfax. It tells you if the Vin # has ever had a wreck, hail damage, fire or things like that reported to it.
If you have the VIN to the car. You do just about anything. I mean ANYTHING.
