Who needs to use a booster seat?

What height exactly do children have to now be before they don't need to use a booster seat? Seems to be some discrepancy.

Answers:
Any child who is under 135cm must be in a booster seat.
Under 4 ft 5 or under 12 need to use a seat

In missouri, its anyone under 8 years old or less than 70 lbs
There are height guidelines but the best way to tell is by the seat belt. If the child is sitting on the seat without a booster and the seatbelt does not fit properly, he/she needs a booster. (the seatbelt should hit low across the hips and across the shoulder/chest area without rubbing the neck. You can always contact your local police or fire department for more information.
Any child under 80lbs
Up to 135cms in height (approximately 4.5ft) or their 12th birthday - depending on which they reach first.
