The heating on my 1989 golf does not work, i don't think it's the thermostat as the engine cooling fan works

i've also checked the fuse

I take it you freeze everytime you drive it and no matter how much you waggle the air vent's inside, you still get nothing but cold air? Well, my husbands 1977 Reliant Scimitars have both suffered with this and what it turned out to be was the cut off flap on the hot air in pipe was stuck closed therefore stopping all the heat from entering the car. Find your haynes manual and find out if it's something you can have a look at.
The fan works from a different thermostat. The engine coolant has a separate one and if they fail they always fail in the open position. Engine will then not heat up.
have you done a coolant change recently as if you have the coolant isn't reaching the heating system due to an air lock. or as the previous answer suggests it could be the thermostat. or it is possible the selector nob may not bet turning the bar to hot as it may have become detached
