How do i go by purchasing a car from a person in london without sending the money before recieving the car.?

No way pedro. Theirs no reason they can't recieve all the money when you collect the car. Sounds like a scam, Iwouldn't risk it. When I buy a car i buy from one person, they get the money when they sign a receipt and I get the documentation and keys.
Never use western union for payments to people you don't know - especially if they are done via ebay. If you where in London I'd say you could do it in cash. I can't think of any real safe way, others may have suggestions.
do not part with any cash before you have seen thecar! Pay on inspection andif all documents are present and correct

It is very dangerous to send money without knowing a person. You can find a company for secure business in London, same as "Japan Company Trust" in Japan.
Do not even think about it. I am surprised you can even consider taking part in such a dubious transaction!
