My sons brakes on his bicycle seem to be "stuck on" all the time. Where do i slacken them off?

There is an adjusting nut on the metal retainer just above were the pads are. Were the cable is attached.
It's because the back or front tire is not balanced in the middle of the frame you have to loosen the nuts that hold the tire to the frame and make sure it's not leaning to one side, you can use a broomstick to push it and keep it centered, also his brake pads might be rubbing the tire make sure it's lined up with the rim of the tire and not the tire itself and make sure the chain is tight when your done not to tight though or it will pop off
on the brake mechanism near the wheel there is a wire cable hanging down held by a nut you will need a spanner and some pliers slacken the nut and release the cable slowly until the wheel becomes free and then tighten so the brakes work
I don't know about the "broom stick" ?? I agree that it could be alignment. Loosen the wheels (one at a time.) Have the bike sitting on the ground and it should find the center position. Retighten the wheel (with either the nuts or quick release levers).

Also, the brake cables have a fine tuning adjustment where the cables go into the levers. Try loosening those.
Assuming that they're normal caliper brakes, if all else fails and the blocks are rubbing on just the one side, take the point of a screwdriver to the spring on the sticking side and give it a thump with a hammer. This should equalise the spring tension on both sides of the rim.
