How to open a locked topbox having lost the key?

Get the vin number off the dashboard. Take it to a Volvo dealer with proof you own the car. Have them look up the serial number of the key. They can get a key for you or take the number to a locksmith where they'll make you the new key.
Or just have the locksmith come out and open it for you and make a new key. That's what they do. Probably cost about 50-60 bucks. If it's a used car there might be a hide a key somewhere on the vehicle. Look around. One time I lost a key and i just drilled out the old lock. Good luck!

Sounds expensive. Send to a local lock smith or call for one.
Perhaps if you have some sort of auto-rescue cover - AA, RAC that sort of thing, they may be able to help you? They can after all get you into your car if you lock the keys in it - wouldn't this be in the same category?
have a good look at another top box ,see how the lock is secured on the inside, at least that way you might be able to see what your up against ,i had a similar problem ,, and it turned out , the only thing holding the lock in place ,,was a horse shoe clip.

First of all, No Life Louis's advice is probably not accurate as its unlikely that your Volvo Top Box was directly manufactured and supplied by Volvo, in which case the VIN details would not apply.
Many of these top boxes tend to be quite flexible and are intended for extra storage rather than storage AND security. You may find that applying some thumb pressure either side of the lock while someone prizes GENTLY with a screwdriver will be sufficient to sping the lock catch and then chances are, you'll either find a number for the lock on the barrel, or be able to remove the lock and replace it or get a new key cut from the tumbler pattern.
Failing that, the next least intrusive method is to get a lcok destroyer drill from a locksmith (they don't like you having these cos they're a trade tool), so find a friendly one or blag it and drill the lock.
If that can't be achieved then drill round the outside of the lock and replace the fibre glass section and then replace the lock.
After that, its replacing the top box or using bungee straps to keep it shut. You may e-mail me for further advice if you get stuck.
