try warming it up with blowlamp then gently turn belive me this does work but dont get it red hot!!
Heating it with a gas torch. Heat must be applied generously and quickly so the nut heats faster than the mated part. It will expand thus loosening it. Turn quickly while hot.
try vinigar.or nip to your local motorfactors as there is a spray what will do the job,but i cant remeber what its called,they will know it..
Yes Frank C is right use a blow lamp and try a bigger Wrench, Stilsons or what ever it is you are using
Heat it with a torch, while it is hot, use an impact gun type wrench or a long breaker bar with the socket attached to it. Stand on the breaker bar if you have to just loosen it.

is there room for a nut splitter ?
if the worst comes to the worst , and the nut breaks off,,am i right in remembering the vespa ,,has studs , just tacked on the back,(which is what the nut is screwed on to ?)of the split rim ,,
which could be replaced ,
PB Blaster is great for loosening rusted nuts and bolts..local auto supply store will have this
