Why do cylclists not have to comply with the highway code?

Regarding cutting through red lights, cycling on pavement, up one way streets, cycling on pavements etc

No one has to comply with the highway code. It is a code not law. There are, however, many laws that have a basis on the highway code, like going through red lights.
It is actually illegal to cycle on the pavement and to cycle up a one way street. Cops just couldn't be bothered though.

you can be fined by the police for endangerment in charge of a push bike, and drunk in charge of a push bike! plus others.
To prevent accidents.. if every person using a public highway followed the highway code correctly there would be a lot more innocent people still alive today.
the majority of motorists drive around without any consideration at all for other road users. they approach roundabouts as if they are not there, generally drive too quickly, cut each other up, park in stupid places. outside of london the number of cyclists is minimal compared to the number of car, truck and lorry drivers. it was absolutely right to punish the drivers in london with congestion charging, it works well. a car should be a means of getting you from your home to somewhere in the vicinity of your destination. most car drivers seem to think that it is for getting them from door to door, so the lazy bastards park illegally and unsafely right outside the place they are trying to get to. we've got legs we should use them occassionally, it does you good.
The Highway Code is not Law.
All road users have to comply with current Road Traffic Regulations and yes that does include cyclists, but police resources are usually spent on more important things like real criminal activities.
They do, and if the police weren't overwhelmed by stupid bloody paper work, our pavements would be free of cyclists and they wouldn't shoot red lights all the time etc etc.
I ride a bicycle to and from work every day I have good weather and it saves a lot of money. I do obey traffic laws but at night (I work 3 P.M. to 11:30P.M.) I ride on the wrong side of the dark, narrow road home. It allows me to see the oncoming traffic and either get off the road all together or cross back to the other side. It is difficult to know when a car is coming from behind me and impossible to know if he sees me so I feel safer that way. Also, in my community, late at night, traffic lights are triggered by sensors in the road and change when a car approaches the intersection and no one is coming the other way. Apparantly a man on a bicycle does not trigger the change and makes it necessary for me to go on red. But essentially the laws apply and I do obey them.

Most Bike riders seem to have their own set of codes/rules. Then when they get knocked off, its always the car driver that gets the blame.
The highway code is not compulsory. However, they must obey the law.

I do agree that they seem to think they are exempt from laws.
