Depends whether you want new or second hand. That sort of money you can get something really super second hand.
I recently bought (April) a second hand Jaguar XK8 Convertible. Beautiful car, very quick (300 bhp) and looks amazing. Just an idea and you will get a real nice one for £20,000.
£28000 would buy you a 2 year old M3

it would also buy you a mint condition limited production 454BHP 177MPH lotus carlton, i know which one i would go for
