HPI is an acronym for Hire Purchase Information. It is a company that, for a fee, will check if a vehicle has any outstanding finance against it and with which company.
It also informs you of insurance write-offs, keeper changes, colour changes, VIN plate matching(with reg number that is) and whether the vehicle was registered new in this country or if it was a import.
A company called Experian operate a similar service
called Car Date Check.

Its a check carried out to see if a car has any finance outstanding on it..if it has it may still belong to the finance company and in theory if you bought it they could ask for it back, leaving you with nothing. Recently the check has been expanded to cover other things like has the vehicle been a 'write off' at any time. You should always have a check carried out when you buy a car, most good dealers will do it for you.
its a check that is done to ensure the car you are selling is not still on finance. If it is, the new purchaser can lose the car to the finance company if the loan isnt paid in full by the original owner.
It's a service you pay for that checks that there are no outstanding finance agreements on a used car for sale. Prevents the finance company hassling the new owner for settlement, or even owning the car. Some similar services also check that the milage of the car is plausible and whether it has ever been written off.
