Number of previous Owners of a car & Any outstanding HP in th UK?

How can I find out how many previous owners a acr has had and how can I find out if ther are any HP payments outsatanding on it in the UK

I wolud prefer a free access site for this information if ther is one.

This will give you a really detailed check on the car's history. It costs about 40pounds I think, but it is worth it.
ask the police they know
HPI check is the only way. It will cost you a few quid, but it will save you from having the car taken away if its nicked, or having it towed away if the person selling it to you hasn't been honest about the car's past.
