Car resprays and mods?

cheap but good respray...no such thing, as to the kits, order from local motor factors, the cost of the respray will depend on the colour and type of paint you choose, and if you're respraying the whole car, then remember you've got to have all the car done including parts not visible externally, this requires a part stripdown of the vehicle, consequently a lot of work, a lot of man hours costing a LOT of money, as to a spray company, use a reputable one, and i would recommend a PPG paint user, they're all certificated body sprayers and extremely competent.
As Dosent C points out, You get what You pay for. Don't forget to lower it onto a nice set of 16 inch multispokes.
