I cant be 100% certain but i am petty sure that your problem is the heater matrix found inside the heater assembly. Its usually made of copper and the cold air passes over the warm core and heats, thats how the heater works. In some of the earlier french cars, the manufacturers put an aluminium cored radiator in as it was cheaper than the copper one and these eventually fail and leak into the footwells. Its a fairly big job usually so it might be worth having a qualified mechanic look at it. When they look at it, make sure that its not a leaking pipe but again, i,m fairly certain that you will need the matrix changed. Good luck.
Your water drainage channels might be blocked and so letting water through your vents ,they just need cleaning out.
sounds like the heater core is leaking. if its the heater core when you turn on the defroster the windshield sound fog up
