Hi im a tech for ford and i see this porblem often the problem is usally the cluster. there is a test you can do and with the ignition on position 2 hold the button in the cluster till it displays textr instead of numbers and by its self will do a test on the system. By the sound of your problem it should come up with a code if it does write it down and take it to a ford Garage do they can hook it up to ur diagnostics machine and confirm the problem. But like i said before it sounds a lot like you need a new cluster
It's probably a problem with the wiring. Take it to a mechanic and have them check it out.
Sounds like you need an auto-electrician. I'd go back through the fuses a final time though, just to check, as this has happened to me twice and both times it has been a fuse.

Hi.Plug unit on the back of the instrument panel has come loose.possibly.the wiring loom is real tight at the back, so they can move.
You can get to the plug and wiring from underneath, by removing the dash panels under the steering wheel.a lot easier than removing the instrument panel.

This might help and only because I came across something very similar 2 weeks ago on a 2001 focus.
Just to the right of the battery there are 2 earth straps which fix to the chassis. This connection had corroded severley and these connections were infact part of the earth point for the combimeter. When I removed the 2 connections, the 10mm headed 6mm bolt sheared because of the vast amounts of corrosion. I cleaned up the connections and placed the straps into another hole which is only 1-2 cms to the right of the first hole and bingo the combimeter worked.
