According to the Ian Fleming novel's there were only 3 oo's still alive 007, 008 who the books hinted was the most deadly, and 0011. Also numbers were not reissued.
from what I have seen by the new 007.it would not even take a double zero to beat the new 007.

and if it was the past 007's then of course a 007 can do the job with one hand tied behind his back
